Why the state of Texas has ELPS.
There are four components and students can be at different levels. The Dept. of Education wanted the state of Texas to align their TEKS as one and not have two different sets.

Elps is the rule of 4 and 4, students can be at all four levels at the same time!
We can integrate language through all subject matters, ELs need frequent targeted practice!

The TEKS as we know them cannot apply to ELs.
That basic TEKS are not enough to encourage ELs to succeed in a standard classroom. I'm actually surprised the state caught on to that.
