I have used the FRAMing Routine with students in small group settings (7 grade 6 students in a reading class during a coaching session; 5 with IEPs) and with teachers during PD sessions for SIM writing/reading strategies. During PD sessions, I often use a FRAME as a review of the stages/lessons from strategies. I have also used it during follow up coaching sessions as a review. The implementation took place over a period of two years with teachers in PD sessions and follow up coaching.
